I am commanded by the Army Council to
you
acknowledge the receipt of your letter 9720/1910 of the
9th instant, enclosing for their consideration a copy
of a despatch from the Governor of Hong Kong with
regard to visits paid by officers of the Army to
Chinese territory in the neighbourhood of the Colony.
In reply I am to say that it is regretted that
Sir F. Lugard was not informed of the intention to
employ a surveying party in the country between British
Kowloon and the East River and to include in that party
5 Indian Surveyors. The General Officer Commanding,
North China, to whose command the party belonged, has
instructions to communicate with and obtain the sanction
of His Majesty's Minister at Peking before undertaking
any reconnaissance in China, and it is presumed, as
passports were issued to the party through the Legation,
that Sir J. Jordan's approval was obtained and that he
saw no objection to surveys being carried on in the
vicinity of the Colony of Hong Kong.
